Open Arms began in 2017 when a foster parent named Elaine Carter realized how many children were entering care with nothing more than a bag of belongings. What started as one woman packing care kits in her living room has grown into a regional organization serving more than 2,000 youth annually.
Our founders believed that small acts—offering a new backpack, paying a college application fee, showing up every week as a mentor—could change the trajectory of a child’s life. Today, that belief drives everything we do.
